Yes, you do sometimes have to just get out there and beat the street, although for local businesses it may not always be useful to appear near the top of the organic listings - often they will be better served by appearing at the top of the Local Listings, for which the algorithm is different than organic SEO. 
When I first started work, here in Israel we had no local listings and didn&#039;t even appear on Google maps, so it was irrelevant at the time. For you in Canada it makes more sense to focus on local as well as organic.
(BTW, I assume you meant in your last sentence &quot;... most SEO consultants have NO experience with PPC ...&quot; ??)</description>
